Prepare quinoa according to package directions.
Meanwhile, combine tuna, celery, mayonnaise, lime juice, Sriracha, salt, pepper and half of the green onions in a medium bowl.
Divide quinoa evenly among 4 serving bowls. Top with tuna mixture, sliced avocado, tomato, and shredded cabbage. Sprinkle remaining green onions over top.
