Prepare rice according to package directions.
In a heavy-bottomed medium saucepan bring coconut milk, milk, and sugar to a boil, stirring occasionally. Reduce heat and simmer 5 minutes.
Stir in rice, raisins, cardamom, and rose water, if desired, and cook 5 more minutes, stirring occasionally.
