Prepare rice according to package directions.
Place rice in a large bowl. Add cucumber, tomatoes and green onions. Stir gently to combine.
Place vinegar, soy sauce, garlic and pepper in a blender and blend thoroughly. Add to rice mixture and toss gently to coat. Garnish salad with sesame seeds.
