Prepare rice according to package directions.

Meanwhile, place green onions, chili pepper and cilantro in the bowl of a food processor and process until finely chopped. Mix together pineapple tidbits and reserved 1/4 cup juice with cilantro paste in a small bowl.

Heat oil in a large skillet over medium heat. Add garlic and sauté for 30 seconds. Add soy sauce and pineapple mixture to skillet and bring to a boil. Remove from heat and add shrimp to skillet. Stir to heat through. Fold in cooked rice and stir to thoroughly combine.
