Prepare rice according to package directions. Allow to cool.
Preheat oven to 350ºF and spray an 8-inch square baking dish with nonstick cooking spray.
Combine rice, pie filling, 1/2 cup brown sugar, raisins, walnuts and cinnamon in a medium bowl. Pour mixture into prepared dish.
In the same bowl, combine rolled oats and remaining 1/2 cup brown sugar. Cut in butter with a pastry blender or two knives, until mixture is thoroughly combined. Sprinkle topping over rice mixture.
Bake crisp for 20 minutes. Serve topped with ice cream, if using.
